Hayashi grew up in a family-run commercial photography studio in Yamaguchi Prefecture, where his mother worked as a portrait photographer. He made his first photograph using a Piccolette, a German vest-pocket camera, and later served as the school photographer at Tokuyama Business School.
After relocating to Tokyo, he graduated from the Oriental School of Photography in 1938 and went on to apprentice at the Nakayama Shoichi Photo Studio in Ashiya, Hyogo Prefecture. He began his professional career as a photojournalist, first publishing in 1940 and joining the Japan News Photography Association the following year.
Between 1942 and 1946, Hayashi established the North China News Photography Association and worked for the Japanese Embassy in Beijing. In the postwar years, he became widely recognized for his vivid documentation of everyday life on the streets of Tokyo. His photographs were published in numerous magazines from 1946 to 1955 and later collected in the series Kasutori jidai (Days in the Dregs / The Rotgut Period).
Alongside his documentary work, Hayashi produced notable portraits of leading literary figures and played an active role in shaping Japan’s photographic community. He was a founding member of the Ginryusha Photography Group (1947), the Japan Professional Photographers Society (1950), and the Nikakai Photography Section (1953). From 1980 to 1989, he served as headmaster of the Japan School of Photography.
